In May of this year, Jeanmarie Perrone, MD encountered a young man experiencing an opioid overdose on a Philly train. She administered Narcan and worked alongside other bystanders to save the man's life. Janet Weiner from the University of Pennsylvania's Leonard Davis Institute of Health Economics reflects on how this anecdote serves as an example for policymakers.
